In this report it was stated that a person called So Yiklim was the original lessee of the Lan, which is now a valuable one; that a licence was issued to him in 1874, and that, in the market register, there is a pencil note made by the Registrar General Mr. Cecil C. Smith, to the effect that on So Yiklim leaving the business, the Lan would revert to Government; that in 1876 Chi Kamfong was admitted as a partner, when a duplicate licence was issued, but there is nothing to show that Chi Kamfong's name was added to it, and it cannot be produced by the Memorialist;
